De Conference
of Presidents of Major American Organizations in het gewone spraakgebruik vaak
aangeduid als de Presidents Conference, werd in 1956 op verzoek van president Eisenhower opgericht.
Hij wilde zo de
opinies binnen de Joodse gemeenschap op een makkelijke wijze kunnen peilen.
Het is nu een
samenwerkingsverband van 51 belangrijke organisaties uit het gehele politieke
en religieuze spectrum binnen de Joodse gemeenschap in Amerika en
vertegenwoordigt een belangrijk deel van die Joodse gemeenschap. De
Presidents Conference gaat er bij stellingnames in beginsel vanuit, dat er
eerst consensus over een onderwerp moet bestaan bij de aangesloten
organisaties. In de praktijk werkt dat niet altijd zo.
Hun organisatie
is gefocust op de regering, terwijl de hoofdtaak van AIPAC is de bemoeienis met
het Congres.
De Presidents Conference komt regelmatig met analyses over zaken, die van belang zijn voor de Amerikaanse Joodse gemeenschap. Alle organisaties die deel uitmaken van de Presidents Conference zijn ook in het Executive Committee van de AIPAC vertegenwoordigd.
In de praktijk
houdt de Presidents Conference zich ondermeer bezig met anti-terrorismeprogramma’s,
met op de VN gerichte programma’s, met activiteiten in Israël zoals America’s

e-mailingen, met het bestrijden van antisemitisme en met het onderhouden van
politieke contacten met Israël op de allerhoogste niveaus.

Op
21-5-2009 had de Amerikaanse ambassadeur in Israël James B. Cunningham een
gesprek met de Presidents Conference over de recente ontmoetingen tussen de
Amerikaanse president Obama en de Israëlische premier Netanyahu. Op 6-5-2009 richtte de Israëlische president Shimon Perez zich na ontmoetingen met president Obama en vice-president Biden tijdens een speciale lunch tot de leiders van de Presidents Conference in New York.
Op 25-3-2009 sprak de burgemeester van Jeruzalem Nir Barkat in Amerika met de Presidents Conference over zijn visie over Jeruzalem.
Op 12-3-2009 sprak de Israëlische ambassadeur Zalman Shoval, politiek adviseur van premier Netanyahu en de Likoedpartij, met de Presidents Conference.
Op 5-1-2009 sprak de Israëlische ministerpresident Ehud Olmert met een delegatie van de Presidents Conference tijdens een solidariteitsmissie.

Al de hiervoor genoemde organisaties hebben sterke banden met Israël en bij de
organisatie Friends of Israel Defense Forces geldt dat zelfs voor het
Israëlische leger.

Al
vanaf 1986 is Malcolm I. Hoenlein vice-voorzitter van de Presidents Conference.
Hoenlein is ook regelmatig de spreekbuis van de Conference in de media. Tijdens
zijn lange verblijf bij de Conference heeft hij een duidelijk stempel weten te
drukken op het karakter en de sfeer binnen de organisatie. In 2007 benoemde de
burgemeester van Jeruzalem Uri Lupolianski Hoenlein tot “Neeman Yerushalayim”
(Bewaarder van Jerusalem). BBC News omschreef Hoenlein op 8-5-2003 als “the most influential private citizen in
American foreign policy”

De ADL is een boreling van de oudste Joodse
organisatie in de Verenigde Staten B’nai B’rith (Hebreeuws voor: Zonen van het
Verbond) gesticht in 1843 in New York.

the security and continuity of the Jewish people and the State of Israel and
combating antisemitism and bigotry.

Anti-Defamation League werd in 1913 opgericht
met als primair doel de bestrijding van Antisemitisme (mission
statement: "to stop, by appeals
to reason and conscience and, if necessary, by appeals to law, the defamation
of the Jewish people”.)
De ADL bood het Bureau haar ledenbestand, haar lijst van informanten, dossiers en publicaties aan. In ruil voor inzage in de FBI bestanden. Het zou immers zonde van dubbel werk zijn! Ik vond dit verbijsterend. Hoe een dergelijke ‘perifere organisatie’ als de ADL überhaupt het lef had een dergelijk voorstel aan zo’n invloedrijke en machtige organisatie als de FBI te doen.
Toen schoot me echter een artikel van Noam Chomsky uit zijn boek:
Language and Politics van 2004 te binnen (blz. 642-643).
It’s actually an organisation devoted to trying to defame and intimidate and silence people who criticize current Israeli policies, whatever they may be. For example, I myself, through a leak in the New England office of the Anti-Defamation League, was able to obtain a copy of my file there. It’s 150 pages, just like an FBI file (vet DWS), [consisting of] interoffice memos warning that I’m going to show up here and there, surveillance of talks that I give, comments and alleged transcripts of talks....

Chomsky en ondergetekende konden toen nog niet weten dat hij met zijn opmerking ‘just like an FBI file’ de spijker precies op de kop sloeg.

Ik vermeld de verwijzing zo gedetailleerd, omdat ik geschokt was en niet kon geloven dat een organisatie die het “Recht” hoog in het vaandel behoort te hebben zich ‘afgeeft’ met een instantie (‘genootschap’) die Joods is ingekapseld en zo volledig gepolariseerd is!
In 1968 gaf Hoover met tegenzin formeel de opdracht tot een samenwerkingsverband met de ADL en hun regionale bureaus.
In 2014 op de ADL National Leadership Summit uitte de nieuwe FBI directeur
"The FBI works with the ADL to host
civil rights and hate crime training for our state and local counterparts
through a number of programs. We have made [ADL] Law Enforcement and Society training
mandatory for all National Academy participants, just as it is for all new
agents. Together, we created the Hate Crimes Training Manual_ a fantastic
resource for our law enforcement partners across the country.
And the ADL, of course, has even
greater reach; you trained more than 12.000 law enforcement personnel last year
alone, and I want to thank you for that. This past January, your North Texas/Oklahoma
office worked with the FBI’s Dallas Division to sponsor a one-day seminar for
more than 160 federal, state and local law enforcement officers from 40 different
agencies.
And of course, we are educating
ourselves, too. Since 2010, FBI employees have participated in more than 105
training sessions sponsored by the ADL on extremism, terrorism, and hate
crimes, in 17 states and here in the District. Your own Michael Lieberman, director

Eind 2015 beweerde
ADL meer dan 1000 overheidsambtenaren van 250 bureaus vanuit heel het land in
een ‘Advanced Training School’ gericht
op ‘Extremist and Terrorist Threats’ te hebben onderwezen.

niet de enige organisatie die de ‘wereld’ in de gaten
houdt of er niet onwelgevallige
uitspraken over de Joodse Gemeenschap worden gedaan.

In het boek van John J. Mearsheimer and Stephen M. Walt: The Israël Lobby staat daar het volgende over:
De campagne van de Lobby om het debat over Israël naar
haar hand te zetten stuitte in de academische wereld op het grootste verzet.
Begin jaren tachtig wierf het AIPAC studenten om te helpen docenten en campusorganisaties op te sporen die anti-Israëlisch te noemen waren.
De bevindingen werden gepubliceerd in 1984 in de AIPAC College Guide: ‘Exposing the Anti-Israël Campaign on Campus’. De ADL legde archieven aan over mensen en organisaties wier houding tegenover Israël zij niet vertrouwden, en distribueerde in die periode clandestien een boekje met ‘achtergrondinformatie over mensen met Arabische sympathieën die actief waren op universiteiten en hun antizionisme gebruiken als dekmantel voor hun diep gevoeld antisemitisme.
Deze doorzichtige poging om wetenschappers te intimideren en op een zwarte lijst te plaatsen, lokte een felle reactie uit en Pipes verwijderde later de dossiers, maar de website nodigt studenten nog steeds uit om anti-Israëlisch gedrag op Amerikaanse universiteiten te melden.
De heer Pipes had nog meer pijlen op zijn boog in samenwerking met een aantal Joodse organisaties o.a. het AIPAC, de ADL en nog zes andere Joodse ging er een brief naar het Congres waarin de erkende Title VI-centra https://en.wikipedia.org/wiki/National_Resource_Center#Middle_East ervan werden beschuldigd: ‘kritiekloos een positief beeld van de Palestijnen, Arabieren en de Islamitische wereld te propageren, en Israël te negeren of te kleineren’.
Zou deze klacht
gehonoreerd zijn dan zou dit grote financiële consequenties hebben voor het
verkrijgen van federale fondsen voor de betreffende instituten.
Tot tweemaal toe
werd deze brief in het Congres behandeld beide keren werd het gesteund door het
Huis van Afgevaardigden. De volledige Senaat nam het de eerste keer nooit
formeel in overweging en de tweede keer wees de Senaat het af.
